I think it should be both, I use the powder in every wash and I can definitely tell the difference but a spray could spot stain removal.

Both would be good spray for small spot stains and powder to add in the wash

Leave it as powder and sell a spray bottle that you could make from the powder to apply directly onto stain. Best of both worlds.
